FSM Country Focus: Economic Impact of the Compact Renewal

<p>This study, commissioned by the Asian Development Bank (ADB), examines the economic impact of the Federated States of Micronesia's Compact of Free Association and Renewal with the United States. Updated in April 2023, the report analyzes the structural features, trends, and preparedness of FSM's economy. The report also provides projections for FSM's economic growth and development, taking into account various scenarios and factors such as tourism, infrastructure funding, and fiscal balance. The report concludes with observations and recommendations to improve FSM's economic sustainability and resilience.</p>

This EconMAP Economic Issue Paper explores the impact of COVID-19 on the economy of the Federated States of Micronesia, and the FSM's policy response to the pandemic. At the outset, the FSM took strong proactive measures to protect the health of the nation, and to-date has successfully avoided any cases of COVID-19. The paper begins with a brief overview of the economic performance and fiscal structure and of the FSM; details donor assistance and mitigation efforts in response to COVID-19; projects the short-term economic impact of the pandemic and likely fiscal recovery; and reviews economic and fiscal policies intended to support economic recovery and growth.
