Assessing and Improving Policy Response to Economic Shock in the Federated States of Micronesia

This report, prepared by the Graduate School USA’s EconMAP team, was developed under a technical assistance contract with the Asian Development Bank (ADB). It reviews the Federated States of Micronesia’s (FSM) policy and economic responses to the COVID-19 pandemic, including public health actions, mitigation programs, and fiscal impacts during FY2020–FY2023. The report also evaluates four key data areas—migration, remittances, foreign direct investment (FDI), and small and medium enterprises (SMEs)—and provides recommendations to strengthen data collection and reporting. The analysis is intended to inform ongoing policy planning and improve the FSM's resilience to future economic shocks.
